I’m 42 years old and have been dealing with A/V equipment since the early 80s but I have never seen this connector before on my life. It’s on the back of the Commission’s VCR: the blue one labeled “TV (OUT)”. Can anyone fill me in?

That looks like a connector for possibly PAL/SECAM output or perhaps NTSC-J. If the VCR handles multiple scan formats that is a likely line of inquiry.
Hi. WRT to the image above I have a question about the in/out video sockets. I have the same sockets on my old Panasonic NV-730 VHS recorder and have just purchased a Diamond VC500 so that I can hopefully transfer my old tapes to a digital format. However the connectors are incompatible and I would like to know if there is a cable I can purchase that converts this type of connector to the standard pin connector on the VC-500? Thanks!
