You can download it from ubuntu.com but I’ve yet to see it available via the Update Manager on my two Ubuntu boxes but I’ll keep checking. You can take an online tour of the new version @ http://www.ubuntu.com/tour/en/.

Update Manager should already be ready to go as of last night. The most common issue is that you may need to go into Software Properties to check to see if it is only prompting you for Long Term Support releases or prompting you for every individual release. If not, there is a way to nudge Update Manager into doing what it is supposed to do anyhow.
Yep, had it only notifying my of LTS versions. Now it looks like on at least the machine in my office I’ll need to update to 12.10 then I can go to 13.04.
